4.2 Approval of Consulting Services Agreement with

-Horn and Associates, Inc., for Traffic Engineering Services (File #600-30)
Kimley
-Horn and Associates, Inc

has provided traffic engineering services to the City since 2001. These services include transportation planning, preparation of traffic studies, and other traffic-related services associated with private development projects, and for the City’s Capital Improvement Program projects. The Council will consider entering into a new two-year consulting services agreement.

4.3 Approval of Improvement Agreement Associated with Parcel Map 7714 Off-Site Improvements for

is seeking City Council approval of an Improvement Agreement associated with Parcel Map 7714 off-site improvements for
Arnold Road

Martinelli

. The project site is located on the east side of
Hacienda Drive
immediately north of I-580. Off-site improvements will consist of constructing
Martinelli
Way
between
Arnold Road
and
Hacienda Drive
, and extending
Arnold Road
southerly from
Dublin Boulevard
to its terminus with future
Altamirano
Avenue/I-580.
STAFF RECOMMENDATION: Adopt Resolution approving Improvement Agreement.
4.4 Authorization to Solicit Bids for Contract No. 05-08, 2004-2005 Annual Slurry Seal Program (File #600-35)
This project will resurface several City streets with a slurry seal that will prolong the life of the existing pavement surface. Funding for the 2004-2005 Program was rolled over into the Fiscal Year 2005-2006 Budget.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids for Contract No. 05-08, 2004-2005 Annual Slurry Seal Program.
4.5 Approval of Cooperative Agreement with
Dublin
San Ramon Services District (DSRSD) Concerning I-580/Fallon Road Interchange Improvements and Construction and Acquisition of Potable Water Line and Appurtenances (File #600-40)
The City plans to construct the I-580/Fallon Road Interchange Improvement project and DSRSD has requested that the City incorporate the installation of a 20-inch diameter potable water line in the City project to minimize construction impacts on the citizens of Dublin and the general public.
STAFF RECOMMENDATION: Adopt Resolution approving the Cooperative Agreement.
4.6 Agreement with BSK Associates for Geotechnical Engineering Services (File #600-30)
BSK Associates has provided the City with geotechnical engineering services since 1996. These services typically include soils or material testing for the City’s Capital Improvement Program projects. The Council will consider entering into a new two-year Consulting Services Agreement.
STAFF RECOMMENDATION: Adopt Resolution approving Agreement.
4.7 Acceptance of Work –
Dublin
Sports Grounds Phase III (File #600-35)
On July 6, 2004, the City Council awarded Contract No. 04-07 to Mike Brown Electric Company to complete the installation of athletic field lights for Soccer Filed #4 and Baseball Field #3 at the Dublin Sports Grounds. At this time the construction is complete and Staff is seeking City Council approval to accept the project.
STAFF RECOMMENDATION: Adopt Resolution accepting facility improvements; and authorize Staff to accept maintenance bond in the amount of $26,700 at a future date.
4.8 Revisions to the Personnel System (File #700-20)
The City Council will authorize the addition of the classification entitled Senior Plan Checker, which is a new position for Fiscal Year 2005-2006.
STAFF RECOMMENDATION: Adopt Resolution(s) amending the Classification Plan and Salary Plan.
4.9 Redevelopment of the Arroyo
Vista
Project (File #600-40)
The City Council will determine whether to enter into an Agreement with the Dublin Housing Authority and to provide assistance in the Analysis of Redevelopment of Arroyo Vista Housing Project.
STAFF RECOMMENDATION: Authorize Mayor to sign the Agreement.
4.10 Agreement with Alameda County Local Agency Formation Commission (
LAFCo
) to Indemnify
LAFCo
for the Costs of Litigation Arising from
LAFCo’s
Approval of the Dublin Ranch West Reorganization (File #600-40)
The City Council will review an agreement required by LAFCo to indemnify LAFCo against any expenses arising from any legal actions challenging the Dublin Ranch West (formerly Wallis Ranch) reorganization.

The McGrath School of Irish Dance, a Dublin-based organization, is hosting their 1
st
Annual “California Oireachtas” (Irish Dance Competition) on July 17 & 18, 2005, in Concord, CA. Girls from the USA and
Ireland
will be competing in the dance competition. The McGrath School of Dance is requesting that the Dublin City Council consider sponsoring a perpetual trophy with a donation of $100. The dance school is also requesting that each donor place a small, permanently affixed plaque of sponsorship on their trophy.
STAFF RECOMMENDATION: Consider request.

Site F-2 Development Agreement for
Pulte Homes

04-043 (File #600-60)
This is the second reading of an Ordinance that will approve a Development Agreement between the City of
Dublin
and Pulte Homes. On June 7, 2005, the city Council approved an Interim Agreement with Pulte Homes to allow them to begin construction on no more than 60 homes at their own risk while the Development Agreement was being processed.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading, and ADOPT Ordinance approving Development Agreement with Pulte Homes.

6.2 Ordinance Amending Sections 5.32 and 7.30
of the
Dublin
Municipal Code relating to Solid Waste Management and Waste Management Plans (File # File # 810-20/600-30)
The Council will consider adopting an Ordinance revising the Dublin Municipal Code relating to the regulation of the collection of construction and demolition debris and services to government facilities through the use of a Discard Material Non-Exclusive Collection Franchise Agreement.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading, and ADOPT Ordinance amending Chapters 5.32 and 7.30 of the Dublin Municipal Code.

8.1 Resolution of Intention to Establish Right-of-Way
Lines for Dublin Boulevard between Keegan Street and Fallon Road, and for Fallon Road between Bent Tree Drive and I-580 (File #820-90)
Proposed right-of-way lines for
Dublin Boulevard

Keegan Street
and
Fallon Road
will establish a right-of-way alignment for the future widening of
Dublin Boulevard
to six lanes. Establishing right-of-way lines for
Fallon Road
between
Bent Tree Drive
and I-580 will accommodate the future widening of
Fallon Road
to six and eight lanes.
STAFF RECOMMENDATION: Adopt Resolution of Intention to Establish Right-of-Way Lines for Dublin Boulevard between Keegan Street and Fallon Road, and for Fallon Road between Bent Tree Drive and I-580; and set Public Hearing at 7:00 p.m. on July 19, 2005, to hear any protests or objections to the establishment of the proposed right-of-way lines for Dublin Boulevard and Fallon Road.
