A regular meeting of the Dublin City Council was held on Tuesday, April 2, 2013, in the City Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:00 PM by Mayor Sbranti.

PRESENT: Councilmembers Biddle, Gupta, and Mayor Sbranti

ABSENT: Councilmembers Hart and Haubert

 

PLEDGE OF ALLEGIANCE

 

The pledge of allegiance to the flag was recited by the City Council, Staff and those present.

Mayor Sbranti stated there was no reportable action during Closed Session.

Introduction of New Employee:

Serrie Padua, Office Assistant II in Community Development

 

The City Council welcomed new City employee, Serrie Padua, Office Assistant II in Community Development, to the City of Dublin Staff.

4 National Library Week Proclamation

The City Council presented a proclamation to Lee Jouthas regarding National Library Week.

 

 

5 American Public Works Association's

"2013 Project of the Year Award" – Alamo Canal Trail/I580 Undercrossing Project

The City Council accepted the award from the APWA Northern California Chapter President for the “2013 Project of the Year Award” – Alamo Canal Trail/I-580 Undercrossing Project.

6 City of Dublin Public Safety Open House, Saturday, April 13, 2013

Police Chief Tom McCarthy announced the Public Safety Open House to be held on Saturday, April 13, 2013 from 1-4 p.m.

On motion of Vm. Biddle, seconded by Cm. Gupta and by unanimous vote (Cms. Hart and Haubert absent), the City Council directed Staff to continue the weed abatement process.

12 Appropriate Funding to an Existing Underfunded Capital Improvement

Program (CIP) Project S-8 - Citywide Signal Communications Upgrade

On motion of Cm. Gupta, seconded by Vm. Biddle and by unanimous vote (Cms. Hart and Haubert absent), the City Council adopted

14 Consideration of Joining the StopWaste.Org

Joint Exercise of Powers Agreement (JPA) Creating the Energy Council

Gary Wolff, Executive Director StopWaste.Org, provided public comment on this item.

 

Wendy Sommer, StopWaste.Org Principal Program Manager, provided public comment on this item.

 

By consensus, the City Council agreed not to join the Energy Council JPA at this time, and directed City Staff to monitor the actions of the JPA with an option for future consideration to join the JPA; work with StopWaste.Org staff regarding current communication issues; and explore opportunities regarding energy opportunities outside of the JPA.

 

15 Report on 2013 Dublin Pride Week Activities

The City Council received the 2013 Dublin Pride Week activities report.
