2.1      NEW SANTA ROSA CHOICE GANG PREVENTION/INTERVENTION GRANT CYCLE

Staff from the Recreation and Parks Department’s Neighborhood Services Program will outline a new qualification process for the Santa Rosa CHOICE (Community Helping Our Indispensable Children Excel) Gang Prevention/Intervention 2008/09 Grant Funding Cycle. The proposed new qualification and selection process was developed after a needs assessment was conducted that indicated the need for services in five specific program areas which will be targeted through the new Request for Qualifications process. These gang prevention and intervention grants are funded with Measure O funds.

10.1  8    RESOLUTION – PROFESSIONAL SERVICES AGREEMENT - COURTHOUSE SQUARE DESIGN

This resolution, recommended by the Public Works Department, awards a professional services agreement contract in the amount of $555,000.00 to the SWA Group to complete the detailed design for Courthouse Square.  The source of funds is Account 8297 – Courthouse Square Reunification.

10.2    RESOLUTION – 2007 FEDERAL OVERLAY AT VARIOUS LOCATIONS - FULTON ROAD, MENDOCINO AVENUE, STEELE LANE, PITT AVENUE, FLORENCE AVENUE, AND VALENTINE AVENUE

This resolution, recommended by the Public Works Department, awards construction Contract No. 2007-009, 2007 Federal Overlay At Various Locations - Fulton Road, Mendocino Avenue, Steele Lane, Pitt Avenue, Florence Avenue, and Valentine Avenue, in the total amount of $2,334,956.40 to the lowest responsible bidder, Ghilotti Construction Company of Santa Rosa, California, and authorizes the transfer of $1,987,134 from Account No. 4237 (Street Overlay) to a new Account No. 8296.

11.       REPORT ITEMS

11.1  9    REPORT -- AMENDMENT TO RESOLUTION NO. 21467 FORMING SANTA ROSA TEEN COUNCILBACKGROUND: Resolution No. 21467, adopted on September 7, 1993, approved the formation of the Santa Rosa Teen Council and set forth its structure and duties.  This resolution wholly replaces the previous resolution and amends the structure and duties to, among other things, integrate the gang prevention and intervention efforts of the Santa Rosa Mayor's Gang Prevention Task Force and to involve more teens from more neighborhoods to make a stronger connection with teens in our community.

RECOMMENDATION: It is recommended by the Recreation and Parks Department that the Council, by resolution, amend the structure and duties of the Santa Rosa Teen Council.

11.2  10    PUBLIC HEARING – 2384, 2410 STONY POINT ROAD REZONING (RIDGEPOINT SUBDIVISION)

BACKGROUND:  On November 8, 2007, the Planning Commission voted (5-0-2) to approve the Tentative Map for Ridge Pointe Subdivision dividing two parcels totaling 3.96 acres to 56 airspace condominium units.  The Commission recommended that the Council adopt a Mitigated Negative Declaration and Statement of Overriding Consideration for the Ridge Pointe Subdivision and introduce an ordinance rezoning the site located at 2384 and 2410 Stony Point Road from RR-40 to R-3-18 District.

RECOMMENDATION: It is recommended by the Planning Commission that the  Council, by resolution, adopt a Mitigated Negative Declaration and Statement of Overriding Consideration for the Ridge Pointe Subdivision and introduce an ordinance rezoning the site located at 2384 and 2410 Stony Point Road from the RR-40 to the R-3-18 District.
