CONSENT ITEMS
10.1MOTION -- CONTRACT AWARD - POLICE SEDANS
This motion, recommended by the Finance, Transportation and Public Works and Police Departments, authorizes the contract award and issuance of a purchase order for ten Ford Crown Victoria police sedans with extended power train warranties to Hansel Ford, Santa Rosa, California, in the total amount of $264,968.01. Funding for this capital purchase is allocated in the Transportation and Public Works equipment replacement Key number 300106 and Police Vehicle Replacement Key 17436, object code 5384.
This resolution, recommended by the Human Resources Department, amends the City Classification and Salary Plan to create the classification of Gang Prevention/Intervention Services Manager with a salary range of $8,365 to $10,820 per month in Unit 18 - Miscellaneous Mid-Management. The position is funded by Measure O. No new positions are being added and no additional general funds are requested.
This resolution, recommended by Utilities Department staff, approves the Funding Agreement Between Town of Windsor and City of Santa Rosa for a Salt and Nutrient Management Plan, and the appropriation of $10,000, to be received from the Town of Windsor, from revenue account 1631-4452 - Other Government Agency Revenue to JL Project Key 86483 - Salt and Nutrient Management Plan.
10.4RESOLUTION -- ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 1015 YULUPA AVENUE
This resolution, recommended by the Department of Community Development, confirms the special assessment lien in the amount of $37,682.32 against the property located at 1015 Yulupa Avenue for violations of the City Code that remain uncorrected by the responsible parties, Robert and Marie Cole, and authorizes recording of a lien and placing the assessment on the property tax roll for collection.
10.5RESOLUTION -- ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 1048 LEDDY AVENUE
This resolution, recommended by the Department of Community Development, confirms the special assessment lien in the amount of $20,219.00 against the real property located at 1048 Leddy Avenue for violations of the City Code that remain uncorrected by the responsible party, Genaro E. Gonzalez, and authorizes recording of a lien and placing the assessment on the property tax roll for collection.
10.6RESOLUTION -- ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 1070 SOUTH WRIGHT ROAD
This resolution, recommended by the Department of Community Development, confirms the special assessment lien in the amount of $40,875.00 against the property located at 1070 South Wright Road for violations of the City Code that remain uncorrected by the responsible party, Roy E. Greathouse, and authorizes recording of a lien and placing the assessment on the property tax roll for collection.
10.7RESOLUTION -- ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 3615 CROWN HILL DRIVE
This resolution, recommended by the Department of Community Development, confirms the special assessment lien in the amount of $2,469.00 against the property located at 3615 Crown Hill Drive for violations of the City Code that remain uncorrected by the responsible party, Ronald Eric Reinking, and authorizes recording of a lien and placing the assessment on the property tax roll for collection.
This resolution, recommended by the Police Department, authorizes the Police Department to accept Federal Bureau of Investigations Safe Streets Task Force (FBI-SSTF) funds in the amount of $64,000 for overtime for officers and sergeants in the Gang Crime Section for specified gang enforcement activities (JL Key 95898).

9 PUBLIC HEARING -- ADOPT REVISED COMMERCIAL LOADING ZONE PERMIT PROGRAM AND ESTABLISH FEE
BACKGROUND: On November 9, 2010, Council adopted a Commercial Loading Zone Permit Pilot Program and permit fee for calendar year 2011. At the end of 2011, staff conducted a public meeting to receive feedback regarding the effectiveness of the Pilot Program, assess interest in having the permit program continue, and identify any recommended changes to the program. Staff will present the results of the Pilot Program, including recommendations for an on-going Commercial Loading Zone Permit Program.
The commercial loading zone permit program shall be administered on a biannual basis with permits valid for up to two (2) years depending on the date of issuance. The permit fee shall be $100 for permits issued between January 1, 2012 and December 31, 2013.
The permit fee shall increase, beginning January 1, 2014, based on the Consumer Price Index.
RECOMMENDATION: It is recommended by the Department of Economic Development and Housing that the Council adopt, by resolution, (1) a revised Commercial Loading Zone Permit Program; (2) establish a permit fee; (3) provide an automatic fee increase beginning in 2014; and (4) authorize the Director of Economic Development and Housing to waive the permit fee for qualifying non-profit organizations.
