3.  1 STUDY SESSION

3.1  2 REVIEW OF FY 2010/11 BUDGET DEFICIT REDUCTION ITEMS

The purpose of the study session is to review proposed FY 2010/11 budget deficit reduction options with the Council.  Additionally, staff will review how the current budget reduction options tie into the overall deficit reduction strategy that will move forward as part of the 2010/11 budget.

7. STAFF BRIEFINGS

This time is reserved for City staff to brief the Council on departmental issues of interest.  No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration.

7.1  8 GEYSERS RECHARGE PROJECT

Recently, the Geysers Recharge Project began its seventh year of continuous operation and reached a milestone by delivering 25 billion gallons of recycled water to the Geysers steam fields. Staff will brief the Council on the current and future status of the project.

10.  11 CONSENT ITEMS

10.1 RESOLUTION -- AGREEMENT FOR DEFERRAL OF PAYMENT OF CERTAIN DEVELOPMENT RELATED FEES FOR AMOROSA II; BURBANK HOUSING DEVELOPMENT CORPORATION - 2740 DUTTON MEADOW

This resolution, recommended by the Community Development Department, approves the fee deferral agreement, including subordination, to a future construction loan for Burbank Housing Development Corporation.  Burbank Housing Development Corporation requests that the City defer approximately $1,525,711 in development fees for a new 53-unit affordable apartment project, Amorosa II, located at 2740 Dutton Meadow.

10.2 RESOLUTION -- AMENDMENT OF THE BUDGET DEFICIT REDUCTION MEASURE DATED 12/1/09

This resolution, recommended by the Public Works Department, amends Resolution 27530 to decrease the positions eliminated from 24 to 23, changing the number of Civil Engineering Technician positions cut in Org. 1063 from three to two in the Public Works Department.

10.3 RESOLUTIONS -- TRANSPORTATION FUND FOR CLEAN AIR/CALIFORNIA ENERGY COMMISSION AB 118 PROJECT PROPOSAL

These two resolutions, recommended by the Public Works Department, authorize that applications be submitted to the Bay Area Air Quality Management District (BAAQMD) requesting funds from the Transportation Fund for Clean Air (TFCA) Regional Fund, and to the California Energy Commission (CEC) requesting funds from the  AB 118 - Alternative and Renewable Fuel and Vehicle Program, to upgrade twenty City-fleet Toyota Prius Hybrid vehicles to “plug-in” hybrid, and fund twenty electric vehicle charging stations.  It is further recommended that the Council authorize the Director of Public Works to execute the agreements with the BAAQMD and CEC to complete the project if successful in obtaining grant funds.

10.4 RESOLUTION -- TRANSPORTATION ENHANCEMENT PROGRAM – SIXTH STREET BICYCLE AND PEDESTRIAN LINKAGE

This resolution, recommended by the Public Works Department, authorizes the filing of an application for Federal Transportation funding and authorizes local funds to match the $536,000 of federal funds requested for the Sixth Street Bicycle and Pedestrian Linkage.

10.5 ORDINANCE ADOPTION – ESTABLISHING SALARY OF INTERIM CITY MANAGER

This ordinance, introduced at the January 5, 2010 regular meeting establishes the salary of the Interim City Manager in the amount of $15,890 per month in accordance with the terms of the agreement.

10.6 ORDINANCE ADOPTION – SUPERIOR DESIGN TEXT AMENDMENTS

This ordinance, introduced at the January 5, 2010 regular meeting amends the Zoning Code Section 20-52.030 (J) by adding a new finding for Design Review approval that references compliance with the new “Framework of Design Review” table.

11.1  12 PUBLIC HEARING – CITY-INITIATED REZONING OF 904 & 909 BROOKWOOD AVENUE

BACKGROUND:  On August 27, 2009, the Planning Commission adopted a resolution (5-1-1) recommending rezoning of the site located at 904 & 909 Brookwood Avenue from PI Public Institutional to the R-3-18 Multi-Family Residential district.  The rezoning would achieve consistency with the site's Medium Density Residential General Plan land use designation, implementing General Plan Policy H-C-4 which calls for rezoning of Medium and Medium High Density sites of two acres or more concurrent with adoption of the Housing Element to facilitate the development of higher density sites.

RECOMMENDATION:  It is recommended by the Planning Commission and Community Development that the Council introduce an ordinance rezoning property located at 904 & 909 Brookwood Avenue to the R-3-18 Multi-Family Residential District.

11.2  13 PUBLIC HEARING -- CITY-INITIATED REZONING OF 5245 SONOMA HIGHWAY

BACKGROUND:  On August 27, 2009, The Planning Commission adopted a resolution (5-1-1) recommending rezoning of the site located at 5245 Sonoma Highway from R-1-6-SR Single Family Residential with Scenic Road combining district to the R-3-18-SR Multi-Family Residential with Scenic Road combining district.  The rezoning would achieve consistency with the site's Medium Density Residential General Plan land use designation, implementing General Plan Policy H-C-4 which calls for rezoning of Medium and Medium High Density sites of two acres or more concurrent with adoption of the Housing Element to facilitate the development of higher density sites.
