6 SANTA ROSA POLICE DEPARTMENT'S DOWNTOWN AMBASSADOR PROGRAM
During the holiday season, volunteers from the Santa Rosa Police Department participated in the Downtown Ambassador Program providing information, assistance and directions to those visiting our downtown area. Staff members as well as some of the volunteers will brief the council on the program.

CONSENT ITEMS
10.1 RESOLUTION – PARKING GARAGES 1, 3, AND 9 STRUCTURAL REPAIRS FUNDING
This resolution, recommended by the Department of Economic Development and Housing, authorizes an increase in appropriations by $86,000 in CIP Project 7405 (Garage 3 Repairs- located at Fifth and Beaver Streets) and $90,000 in CIP Project 7417 (Garage 9 Repairs – located at D and 2nd Streets), utilizing Parking District fund balance, to complete structural repairs.
*10.2 RESOLUTION – AMENDMENT OF BUDGET DEFICIT REDUCTION MEASURE DATED DECEMBER 1, 2009
This resolution, recommended by the Fire Department, amends Resolution 27530 to retain the Community Development Technician in the Fire Department cut in Org. 0630, due to an unplanned retirement of a Fire Inspector II position on December 30, 2009 in Org 0630 through end of fiscal year, to be evaluated as part of the 2010-2011 budget.
10.3 ORDINANCE INTRODUCTION -- COMMERCIAL VEHICLE PROHIBITIONS
This ordinance, recommended by the Public Works Department, prohibits commercial vehicles from using: Burt Street from Santa Rosa Avenue to Madrus Rose Street; Winterhaven Avenue from Parkcreek Drive to Old Petaluma Hill Road; Ripley Street throughout its entire length within the city; and Talbot Avenue from Montgomery Drive to Sonoma Avenue.

10 REPORT -- NORTH BAY CORPORATION CONTRACT AMENDMENT
BACKGROUND: On January 21, 2003, the City entered into a collection services contract with North Bay Corporation for the hauling of refuse, yardwaste and recyclable materials in accordance with Chapter 9-12 of the City Code. This contract granted an exclusive franchise to North Bay Corporation from February 1, 2003, to December 31, 2012, and established specific performance requirements to be complied with during this period. In April of 2008, North Bay Corporation made a request to extend the term of the franchise contract for 15 years in exchange for payment of a franchise extension fee along with other enhancements to benefit the ratepayers. This request has been modified to include a five year extension with a potential for an additional five years. This request has been reviewed by the Council's Solid Waste Subcommittee and will satisfy the outstanding financial audit that was prepared for calendar years 2005-2008 and will also require all street sweeping to be provided by North Bay Corporation.
RECOMMENDATION: It is recommended by the City Manager's Office and the Solid Waste Subcommittee that the Council, by resolution, authorize the Mayor to sign the Amended and Restated Collection Services Contract between the City of Santa Rosa and North Bay Corporation.
