AMGEN TOUR OF CALIFORNIA
Staff will provide Council with a brief report on the upcoming Amgen Tour of California (February 19th and 20th) professional bicycling race. This will include course information, timelines, outreach and coordination efforts, and planned activities.

CONSENT ITEMS
10.1 MOTION - GRANT CONSULTANT AGREEMENT AMENDMENT
This motion, recommended by the Public Works Department, approves Amendment No. 5 in the amount of $25,000 to the Professional Services Agreement with Alta Planning & Design, Inc. which increases the maximum compensation to $102,600, for providing continued grant writing services.
10.2 RESOLUTION - ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 1031 AND 1033 PRESSLEY STREET
This resolution, recommended by the Department of Community Development, confirms a special assessment lien in the amount of $10,575.94 against the property located at 1031 and 1033 Pressley Street and directs placement of the amount on the real property tax roll to be collected in equal installments over five years, together with interest and Tax Collector charges.
10.3 RESOLUTION - AMENDMENT TO THE CITY CLASSIFICATION AND SALARY PLAN TO CREATE THE CLASSIFICATION OF INFORMATION TECHNOLOGY PROJECT MANAGER
This resolution, recommended by the Department of Human Resources, amends the City Classification and Salary Plan by creating the classification of Information Technology Project Manager with a salary range of $5,955 to $7,640 per month, in Unit 11, Supervisory/Mid-Management.
10.4 ORDINANCE INTRODUCTION - ZONING CODE TEXT AMENDMENT TO CHAPTER 20-34
This ordinance, recommended by the Department of Community Development and the Planning Commission, amends Zoning Code Chapter 20-34, Landscape Standards, to conform to Council Policy 200-19, Single Family Residential Landscape.
10.5 ORDINANCE INTRODUCTION - REZONING OF PROPERTY AT 950 S. WRIGHT ROAD
This ordinance, recommended by the Department of Community Development, replaces Ordinance 3791 which was intended to rezone 9.49 acres at 950 S. Wright Road to the R-3-18 District. This ordinance corrects errors in the Assessor’s parcel numbers set forth in Ordinance 3791.
10.6 ORDINANCE ADOPTION - THE VILLAS REZONING - 1755 SEBASTOPOL ROAD/1700 HAMPTON WAY
This ordinance, introduced at the Council’s January 23, 2007 regular meeting, rezones the 14.19 acre property located at 1755 Sebastopol Road/1700 Hampton Way to the R-3-15 and CG Districts.

REPORT – SET ANNEXATION BOUNDARY FOR KAWANA TERRACE ANNEXATION
BACKGROUND: The Department of Community Development has received a request for annexation for certain properties in Southeast Santa Rosa in the vicinity of
Franz Kafka Road and Kawana Terrace. Based upon these properties requested for annexation by the applicant and a sentiment survey, the Community Development Department is recommending that the proposed annexation boundary include 11 parcels totaling 13.8 acres.
RECOMMENDATION: The Department of Community Development recommends that the Council, by resolution, set the proposed annexation boundary to include 11 parcels totaling 13.8 acres.

PUBLIC HEARING – ASTON WAY HOMES - 532, 538 AND 544 ASTON WAY-REZONING FROM THE R-2 DISTRICT TO THE R-1-6 DISTRICT
BACKGROUND: The project involves the rezoning of one acre from the R-2 District to the R-1-6 District to allow 13 single family residences to be located at 532, 538 and 544 Aston Way. The Planning Commission, by unanimous vote, approved a Negative Declaration, Tentative Map, and Conditional Use Permit for the project, subject to conditions including this rezoning and recommended that the Council adopt the requested rezoning.
RECOMMENDATION: The Planning Commission and staff of the Department of Community Development recommend that the Council introduce an ordinance rezoning the identified properties to the R-1-6 District.

PUBLIC HEARING – NORTHWEST SANTA ROSA ANNEXATION 3-04 - 3704, 3708 AND 3714 BARNES ROAD - PUBLIC HEARING
BACKGROUND: On November 30, 2006, the Planning Commission voted 4 to 0 to recommend that five parcels located at 3704, 3708 and 3714 Barnes Road be annexed and prezoned to the R-1-6 District. The proposed annexation would eliminate an existing County island which is designated by the City's General Plan as Low Density Residential which allows a density range of two to eight dwellings per acre. The recommended R-1-6 Prezoning District is consistent with the General Plan’s Low Density Residential designation.
RECOMMENDATION: The Planning Commission and the Department of Community Development recommend that the Council introduce an ordinance prezoning the five parcels located at 3704, 3708 and 3714 Barnes Road to the R-1-6 District.

PUBLIC HEARING – REQUEST FROM BURBANK HOUSING DEVELOPMENT CORPORATION FOR THE CITY TO ISSUE TAX-EXEMPT MULTIFAMILY HOUSING REVENUE BONDS FOR COLGAN MEADOWS APARTMENTS - 3000 DUTTON MEADOW
BACKGROUND: Burbank Housing Development Corporation (BHDC) has requested that the City issue tax-exempt multifamily housing revenue bonds in an anticipated principal amount of up to $20,000,000 to assist in the financing of the acquisition, construction and development of Colgan Meadows Apartments, an 84-unit multifamily affordable rental housing development located at 3000 Dutton Meadow in the southwest area. It is required that the Council hold a Tax Equity Fiscal Responsibility Act public hearing prior to considering approval of the bond issue. The proposed bonds are structured so there will be no financial liability to the City.
RECOMMENDATION: It is recommended by the Department of Economic Development and Housing that the Council, by resolution, authorize the issuance of tax-exempt multifamily housing revenue bonds not to exceed $200,000 to assist in the financing of the acquisition, construction and development of the Colgan Meadows Apartments.

SONOMA COUNTY MAYORS’ AND COUNCILMEMBERS’ ASSOCIATION APPOINTMENTS
At the January 18, 2007 Sonoma County Mayors’ and Councilmembers’ Association meeting it was decided to continue the appointments of positions for the: 1) Airport Land Use Commission, 2) ABAG Executive Board, 3) Child Care Planning Board, 4) North Bay LOCC Representative until the next meeting, scheduled for March 8, 2007. The City Council will determine which nominees the Mayor will support for these appointments.

SONOMA COUNTY MAYORS’ AND COUNCILMEMBERS’ ASSOCIATION MEETING SCHEDULE CHANGE
At the January 18, 2007 Sonoma County Mayors’ and Councilmembers’ Association meeting it was decided to change the number of meeting dates from six per year to five per year. The meetings will take place the second Thursday of the months of January, March, May, July, and September.
