2 MID-YEAR FINANCIAL AND MEASURE O FISCAL CRISIS EXPENDITURE UPDATE (COUNCIL CHAMBER)
The purpose of the study session is to update the Council on the status of General Fund finances midway through the 2010/11 fiscal year, and to provide an update of Measure O Fiscal Crisis expenditures.
Six months of actual FY 2010/11 data, along with a projection for the remainder of the year will be provided. An economic outlook will be presented that discusses current and projected trends that will affect this fiscal year and beyond.
Additionally, an update of the General Fund Five-Year Forecast will be provided. New revenue, expenditure and reserve projections for fiscal years 2010/11 through 2014/15 will be discussed.
Staff will also provide a second quarter update to the Council on Measure O Fiscal Crisis expenditures relative to Measure O activities.

CONSENT ITEMS
10.1 MOTION - COST ALLOCATION PLAN CONTRACT AMENDMENT
This motion, recommended by the Finance Department, approves Amendment No. 4 to Agreement No. 08-8828 with Wohlford Consulting, Sacramento, California, in the amount of $12,950 for cost allocation plan services.
This resolution, recommended by the Finance and Economic Development & Housing Departments, authorizes the appropriation of $176,162 from the reserves of the RDA, GL Keys 340706 ($174,950); 340700 ($722); and 110201 ($490), for the purpose of paying the amount due to MuniServices for services performed.
10.3 RESOLUTION - DECLARING WEEDS AND RUBBISH IN THE CITY OF SANTA ROSA A PUBLIC NUISANCE
This resolution, recommended by the Fire Department, declares that the City Council declares weeds and rubbish a public nuisance and authorize the Fire Department to give notice directing the abatement of these nuisances as provided for in the Santa Rosa city code.
10.4 RESOLUTION - AMENDMENT OF BUDGET DEFICIT REDUCTION MEASURE DATED 5-4-10
This resolution, recommended by the Information Technology Department, directs staff to eliminate (1.0) FTE IT Project Manager position and amend Resolution #27650 to retain a (1.0) FTE IT Section Manager and increase (2.0) .75 FTE Programmer Analysts to (2.0) 1.0 FTE through salary savings associated with eliminating the (1.0) FTE IT Project Manager position.
This resolution, recommended by the City Manager's Office, amends Council Policy 300-04: Development of Telecommunications Facilities on City Property and Installation of Antennas on City Facilities, pertaining to processing procedures for applicants.
This resolution, recommended by the Public Works Department, authorizes the acceptance of a federal Surface Transportation Program (STP)/Congestion Mitigation and Air Quality Improvement (CMAQ) Innovative Program Grant to partially fund the purchase of electric vehicles to replace existing fossil fueled vehicles used in the City pool rental fleet and installation of electric vehicle charging stations that will be available for paid public use. It is further recommended that the City Council authorizes the Director of Public Works to execute project agreement(s) with the Metropolitan Transportation Committee and/or County of Alameda, and to authorize the Chief Financial Officer to establish a project entitled “Electric Vehicles and Chargers” with appropriations in the amount of the grant, source of funds being the grant.
This resolution, recommended by the Transit Department, 1) authorizes the execution of the Certifications and Assurances for the Public Transportation Modernization, Improvement, and Service Enhancement Account (PTMISEA) Bond Program; and 2) appoints the Transit Director as the City’s authorized agent to execute the Certifications and Assurances, grant applications, funding agreements, reports or any other documents necessary for project funding and completion and PTMISEA program compliance.
10.8 RESOLUTION - ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 4010 FINLEY AVENUE
This resolution, recommended by the Department of Community Development, confirms the special assessment lien in the amount of $56,748.11 against the property located at 4010 Finley Avenue for violations of the City Code that remain uncorrected by the responsible party, Bilingual Broadcasting Foundation, Inc., and authorizes recording of a lien and placing the assessment on the property tax roll for collection.

13 REPORT - CONTINUATION OF COUNCIL DISCUSSION: MITIGATED NEGATIVE DECLARATION AND ASSOCIATED GENERAL PLAN AMENDMENTS AND ADOPTION OF DRAFT 2010 BICYLE AND PEDESTRIAN MASTER PLAN UPDATE
BACKGROUND: This is a continuation of the February 1, 2011 Council discussion on the draft 2010 Bicycle and Pedestrian Master Plan (BPMP) following the Public Hearing that was held on that date. Council did not take action on the BPMP at its February 1st meeting due to an administrative error in which the Mitigated Negative Declaration was not included in the Council member packets. Consequently, Council members had not reviewed that document. The Council must be able to act on the environmental review under California Environmental Quality Act (CEQA) before it can take action on the plan.
Although the Mitigated Negative Declaration was inadvertently left out of the Council member packets, the mitigated negative declaration has been circulated for public review and comment and was reviewed by the Planning Commission. However, Council members are required to independently review the Mitigated Negative Declaration and determine that it is adequate, which they did not have the opportunity to do prior to the February 1, 2011 council meeting.
The Mitigated Negative Declaration is attached to this staff report as well as the Initial Study, response to Comment Memorandum for Council review and consideration.
This staff report also provides a summary of the Council discussion on West Sixth/Sixth Street, and provides background on the use of “Red Boxes” as a planning tool in the 2010 BPMP update.
RECOMMENDATION: It is recommended by the Transit Department that the Council, by three resolutions, 1) adopt the Initial Study/Mitigated Negative Declaration for the 2010 Bicycle and Pedestrian Master Plan; 2) amend the 2035 General Plan, and the Downtown Station Area Plan; and 3) adopt the 2010 Bicycle and Pedestrian Master Plan.
