3.1 2 SMART RAIL LINE GENERAL STATUS REPORT AND REVIEW OF THE PROPOSED OPERATION AND MAINTENANCE FACILITY

The purpose of this study session is to allow the Sonoma-Marin Area Rail Transit (SMART) to provide a general status report and to review the site for the proposed Operations and Maintenance Facility (OMF) south of Todd Road and just west of Highway 101 on the east side of SMART's existing rail right-of-way. No official actions need to be taken by the City at this time.

10.1 RESOLUTION - SPEED LIMIT ON THIRD STREET, E STREET TO MONTGOMERY DRIVE

This resolution, recommended by the Public Works Department, repeals the intermediate speed limits on Third Street between E Street and Montgomery Drive, thus reducing the speed limit to 25 mph per California Vehicle Code Sections 22352 (a) (2) (A).

11.1 11 PUBLIC HEARING - WEED AND RUBBISH ABATEMENT PROGRAM

BACKGROUND: On February 15, 2011, Council declared, by resolution, weeds and rubbish as a public nuisance. The second procedure is to publish a notice of a public hearing, at which time a person or persons may voice an objection to the Weed and Rubbish Abatement Program. After hearing any or all protests, the Council, by resolution, may grant or overrule any protest and authorizes the Fire Department to abate the nuisances.

RECOMMENDATION: It is recommended by the Fire Department, that Council, by resolution, grant or over rule any protests and authorize the Fire Department to abate the nuisances.

11.2 12 PUBLIC HEARING - FEDERAL SECTION 5310 GRANT APPLICATION FOR THE PURCHASE OF TWO ACCESSIBLE PARATRANSIT BUSES

BACKGROUND: The City of Santa Rosa has contracted with MV Transportation for the provision of complementary, ADA Paratransit services since November 1, 2002. This service has provided as many as 51,000 rides to ADA eligible passengers in a one year period and was selected as the CalACT Outstanding Paratransit Program for 2010. Santa Rosa Paratransit extended its Paratransit service area to include the Earl Baum Center for the Blind, which now accounts for nearly 10% of the total annual rides performed, in July 2005. Given the growing senior and disabled population in the City and Roseland, City staff projects that demand for Paratransit services will only continue to increase in the coming years.

RECOMMENDATION: The Santa Rosa Department of Transit recommends that Council, by resolution, authorize (1) the submittal of a Federal Section 5310 grant application for the acquisition of two accessible Paratransit buses and (2) the appointment of the Director of Transit as the authorized agent to execute any actions necessary for this application, the acceptance of these funds, and the completion of the project.
