6.1 4  PROCLAMATION – CHILD ABUSE PREVENTION MONTH

PUBLIC COMMENTS ON AGENDA ITEMS:  Except for public hearing items, comments from the public will be allowed on all agenda items at the time each item is called. Comments on public hearing items may be made when the hearing is opened.

PUBLIC COMMENTS ON NON-AGENDA ITEMS:  Comments from the public on non-agenda items will be heard under Agenda Item 12.

7. STAFF BRIEFINGS

This time is reserved for City staff to brief the Council on departmental issues of interest.  No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration.

7.1 5  SPRING CLEAN/SUSTAINABLE FOOD & GARDENING FESTIVAL PRESENTATION

This presentation is to invite Council and the public to the 2010 Spring Clean event on April 24, 2010. At this annual event, Community organizations, the County of Sonoma and the City of Santa Rosa bring together over 1,000 volunteers to meet specific needs throughout the community. Work is done between 8 a.m. and 12 noon at which time the volunteers are invited to return to the Finley Community Center to enjoy lunch. 
This year, Spring Clean will be followed by the "Sustainable Food and Gardening Festival" which lasts until 4:30 p.m., also at the Finley Community Center. The Festival will include presentations inside the center as well as outside booths which are being offered free to organizations who wish to network and share who they are and what they do.

7.2 6  CELEBRATING EARTH WEEK IN SANTA ROSA

April 22, 2010 marks the 40th anniversary of Earth Day. The City of Santa Rosa, as well as the community, has been busy planning a weeklong celebration, which will include: The City’s 1st Annual Earth Day Fair in Old Courthouse Square, Roseland’s 2nd Annual Earth Day, All Aboard on Earth Day (free rides on CityBus), The Laguna Keepers Native Plant Garden Project, Greenway Creek Clean-up Project, Spring Clean, Sustainable Food and Gardening Festival, and more.

10. 9  CONSENT ITEMS

10.1 RESOLUTION – CONTRACT AWARD – FORD F550 4-DOOR 4X4 TYPE IV EMERGENCY VEHICLE

This resolution, recommended by the Finance, Fire and Public Works Departments, authorizes the award and issuance of a purchase order for one 2010 Ford F550 4-Door 4X4 Type IV Emergency Vehicle to the lowest responsive and responsible bidder, Hansel Ford, Santa Rosa, CA, in the amount of $188,999.89, and increase appropriations in 3016-84 Equipment Replacement Purchases by $188,999.89, with the source of funds being the reserves of the Equipment Replacement Fund.

10.2 RESOLUTION -- ASSESSMENT LIEN AGAINST THE REAL PROPERTY LOCATED AT 1020 BENNETT VALLEY ROAD

This resolution, recommended by the Department of Community Development, confirms the special assessment lien in the amount of $13,868.30 against the property located at 1020 Bennett Valley Road for violations of the City Code that remain uncorrected by the responsible parties, Darryll P. and Stacey M. Salvadori and authorizes recording of a lien and placing the assessment on the property tax roll for collection.

11. REPORT ITEMS

11.1 10  REPORT -- STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION (CALTRANS), AIRSPACE LEASE

BACKGROUND:  In 1981, with Caltrans' consent, the City of Santa Rosa entered into a sublease agreement with Railroad Plaza, Ltd. under which the City would operate and maintain 148 parking spaces on the Caltrans' premises (located between Third and Fifth Streets, under Highway 101) for public parking.  Caltrans suspended the sublease effective January 1, 2006 to allow the property to be used as a staging area for construction of transportation improvements (i.e. the freeway widening project).  As part of this project, Caltrans demolished the two buildings constructed on the premises by Railroad Plaza, Ltd.  The City notified Caltrans of its interest to fully utilize the premises for public parking, including the area previously occupied by the buildings.  Caltrans expressed a desire to execute a lease agreement with the City that would replace the existing sublease.  The parties have negotiated and reached agreement on terms of a new lease agreement that will allow the City to operate and maintain the entire premises for public parking.

RECOMMENDATION:  It is recommended by the Department of Economic Development and Housing and the City Attorney's Office that the Council, by motion, approve the State of California, Department of Transportation (Caltrans), Airspace Lease and authorize the Mayor to execute the agreement on behalf of the City.

11.2 11  PUBLIC HEARING – RAILROAD SQUARE PARKING RATE INCREASE

BACKGROUND:  An increase in parking user fees is proposed for the Railroad Square Meter Zone to repay the Parking District's current and planned investment in design and construction costs to develop parking improvements on the Caltrans' premises, located between Third and Fifth Streets, under Highway 101, and fund the on-going operations and maintenance costs associated with these lots.  Proposed changes include increase in the parking meter rate, from $0.50 to $1.00 per hour, and establishment of permit rates of $30 and $45 per month based on proximity to the lots.

RECOMMENDATION:  It is recommended by the Department of Economic Development and Housing that the Council, by resolution, adopt the Schedule of Parking User Fees to increase parking rates in Railroad Square, effective September 1, 2010.
