10.1 MOTION – SANTA ROSA SENIOR CENTER KITCHEN LEASE TO SANTA ROSA JUNIOR COLLEGE DISTRICT

This motion, recommended by the Recreation and Parks Department, authorizes the City to enter into a lease agreement between the Santa Rosa Junior College District and the City of Santa Rosa for use of the commercial kitchen located at the Santa Rosa Senior Center, 702 Bennett Valley Road, Santa Rosa, California at a rate of $2,300 per month commencing June 1, 2007.

10.2 RESOLUTION - TRANSPORTATION DEVELOPMENT ACT ARTICLE IV AND STATE TRANSIT ASSISTANCE CLAIM SUBMITTAL

This resolution, recommended the Department of Transit and Parking, authorizes the Department of Transit and Parking to submit a funding claim to the Metropolitan Transportation Commission for Fiscal Year 2007-08 Transportation Development Act Article IV and State Transit Assistance funds.

10.3 RESOLUTION – REQUEST TO AUTHORIZE ISSUANCE, SALE AND DELIVERY OF MULTIFAMILY HOUSING REVENUE BONDS FOR COLGAN MEADOWS APARTMENTS IN A PRINCIPAL AMOUNT NOT TO EXCEED $17,191,696

This resolution,  recommended by the Department of Economic Development and Housing, authorizes the issuance, sale, and delivery of tax-exempt Multifamily Housing Revenue Bonds in a principal amount not to exceed $17,191,696 (the "Bonds") to assist in the financing of the acquisition, construction and development of Colgan Meadows Apartments, an 84-unit multifamily affordable rental housing development located at 3000 Dutton Meadow, and approves execution of the bond documents by the authorized City officials.  The Bonds will be structured so there is no financial liability to the City.

11. REPORT ITEMS

11.1 10  VOLUNTARY WATER CONSERVATION IN RESPONSE TO THE SONOMA COUNTY WATER AGENCY’S REQUEST FOR 10-15% REDUCTION IN WATER USE THROUGH VOLUNTARY WATER CONSERVATION


BACKGROUND:  On April 12, 2007, the Sonoma County Water Agency requested a 10-15% reduction in water use from municipal customers and the agricultural community through immediate implementation of voluntary water conservation measures.  In response, the City of Santa Rosa Water Conservation Program has developed a series of water conservation recommendations requesting customers to implement voluntarily conservation measures targeting elimination of water waste and increased water use efficiency.

RECOMMENDATION:  It is recommended by the Board of Public Utilities and Department of Utilities that the Council adopt a resolution requesting City utility customers to voluntarily reduce water use consistent with the Sonoma County Water Agency’s request for 10-15% reduction in water use.
