6.1 4  PROCLAMATION – ROSE PARADE

7.1 5  COMMUNITY MEDIA CENTER ANNUAL REPORT

Dan Villalva, Executive Director, will report on recent activities of the Community Media Center.  As the center enters the final year of its 15 year agreement with the City of Santa Rosa, the report reflects on the center's strong foundation that has made it a success story among media centers in the United States.  Activities described include increasing coverage of city meetings and local events like the Luther Burbank Rose Parade and the increasing use of the internet for delivery of video messages for city departments and local non-profit organizations.

10. 7  CONSENT ITEMS

10.1 MOTION -- CONTRACT AWARD – ANNUAL SLURRY SEAL – 2010

This motion, recommended by the Public Works Department, awards construction Contract No. 2010-010, Annual Slurry Seal 2010, in the total amount of $362,996.28 to the lowest responsible bidder, Graham Contractors, Inc. of San Jose, California, effective July 1, 2010, and establishes a total contract amount of $399,295.91 (the original contract amount plus a 10% contingency). Funding for this project will be appropriated to account number 4235 by the 2010/11 Capital Improvement Program. Specifically, the project is funded by the Utility Impact Fee Fund and Prop 42 Traffic Congestion Relief Fund.  No City General Funds are included in this project.

10.2 MOTION -- CONTRACT AWARD - FLEET VEHICLES

This motion, recommended by the Finance and Public Works Departments, authorizes a multiple award and issuance of purchase orders for fleet vehicles to Hansel Ford, Santa Rosa, California, in the amount of $158,142.72; and to Downtown Ford, Sacramento, California, in the amount of $81,164.87, for a total amount of $239,307.59.  Source of funds from Public Works E & R Replacement, charge number 3016-84.

10.3 RESOLUTION -- ACCEPTANCE OF A STATE OF CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL GRANT PROGRAM

This resolution, recommended by the Police Department, authorizes the Chief of Police to accept a grant in the amount of $40,000 from the State of California Department of Alcoholic Beverage Control to be used for a multi-tiered approach to alcohol-related issues, particularly those relating to problematic premises.

10.4 RESOLUTION -- SPRING LAKE VILLAGE EXPANSION PROJECT ENVIROMENTAL IMPACT REPORT CONTRACT AMENDMENT

This resolution, recommended by the Community Development Department, authorizes the Chief Financial Officer to increase appropriations in project number 4095, the Spring Lake Village EIR, by $55,319.00, with the source of funds being the developer's deposit located in account 0100-3870, for an amended contract with Winzler and Kelly for the preparation of an Environmental Impact Report (EIR) for the Spring Lake Village Expansion and Renovation project.

10.5 RESOLUTION – AUTHORIZATION OF SUBMITTAL OF GRANT APPLICATION - CATALINA HOMES SELF-HELP, OWNERSHIP UNITS THROUGH THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT'S BUILDING EQUITY AND GROWTH IN NEIGHBORHOOD GRANT PROGRAM

This resolution, recommended by the Housing Authority of the City of Santa Rosa, authorizes the submittal of a grant application to the California Department of Housing and Community Development's Building Equity and Growth in Neighborhoods (BEGIN) program in the amount of $3,804,000 to assist Burbank Housing Development Corporation (BHDC) with the 60 self-help ownership units known as Catalina Homes located at 2740 Dutton Meadow.  The BEGIN program provides funding to local public agencies (cities and counties) for low- and moderate-income first-time homebuyer down payment assistance in the form of a deferred loan with a low interest rate.  A total of $3,804,000, ($63,400) per unit, is available to Catalina Homes, which will allow households at approximately 64% of area median income to purchase a 3-bedroom unit in the development.

10.6 RESOLUTION -- FUNDING AGREEMENTS WITH REDEVELOPMENT AGENCY

These resolutions, recommended by the Department of Economic Development and Housing and the Police Department, approve five program funding agreements and make certain benefit findings for Santa Rosa Center Economic Development Program, Gateways Economic Development Program, Gateways Neighborhood Revitalization Program, Gateways Graffiti Abatement Program, and Non-Tax Increment Economic Development Program; and one resolution approves an amended and restated funding agreement and makes certain benefit

10.7 RESOLUTION -- CONSOLIDATION OF NOVEMBER 2, 2010 GENERAL MUNICIPAL ELECTION AND ADOPTION OF REGULATIONS

These resolutions, recommended by the City Clerk's Office, requests that the Sonoma County Board of Supervisors consolidate a General Municipal Election to be held on November 2, 2010, with the Statewide General Election, and declares the number of City Council seats (three) available; and adopts regulations for candidates for elective office pertaining to candidates statements.

11. REPORT ITEMS

11.1 8  REPORT -- ACCEPTANCE OF FUNDING RECOMMENDATIONS FOR MEASURE O CHOICE GRANT PROGRAM FUNDED AGENCIES AND THE APPROVAL OF CALIFORNIA YOUTH OUTREACH FUNDING AGREEMENT FOR CYCLE IV FISCAL YEAR 2010-11

BACKGROUND:  This report will inform the Council of those agencies who have completed the funding agreement negotiation process and are being recommended for funding to provide services under the Santa Rosa CHOICE Gang Prevention and Intervention Grant program for Cycle IV Fiscal Year 2010-11. It will also award a funding agreement for gang mediation and intervention services with Breakout Prison Outreach doing business as California Youth Outreach (CYO) in the amount of $130,454.

RECOMMENDATION:  It is recommended by the Recreation and Parks Department that the Council, by resolution, accept the funding recommendations of the Grant Review Team and direct staff to finalize funding agreements with service providers.  It is further recommended that the Council, by resolution, approve the funding agreement with Breakout Prison Outreach doing business as California Youth Outreach (CYO) in the amount of $130,454.

11.2 9  REPORT -- PROGRESS REPORT ON THE SANTA ROSA AVENUE CORRIDOR PLAN

BACKGROUND:  The Santa Rosa Avenue Corridor Plan program, which addresses the corridor from Highway 12 to Sonoma Avenue, is nearing completion.  The result of public outreach and three community workshops is a preferred alternative which proposes a corridor with two travel lanes, a center turn lane/median, bicycle lanes, parking, and sidewalks.  The current configuration is four vehicle travel lanes, parking, and sidewalks. Due to the complexity of the project and the legitimate and competing concerns and objectives of the corridor neighborhood and City departments, staff is seeking direction from Council on development of one of two streetscape design alternatives.

RECOMMENDATION:  It is recommended by the Department of Advance Planning and Public Policy that the Council, by motion, direct staff to proceed with the development of the neighborhood preferred Alternative A.

11.3 10  REPORT -- NORTH BAY CORPORATION RESIDENTIAL RATE ADJUSTMENT

BACKGROUND:  When the solid waste collection services contract was amended in February it required that the residential rates associated with the July 2010 rate adjustment be evaluated by a qualified firm under contract with the city to ensure that they are properly calculated and further that they be designed to encourage diversion.  The city hired R3 Consulting Group, Inc. to provide this evaluation and to make a recommendation regarding the residential rates.
On June 2, 2010, the Solid Waste Subcommittee met to consider the annual residential rate adjustment requested by North Bay Corporation and to consider a recommendation from R3 Consulting Group, Inc. to modify the residential rates in a way that would encourage diversion but would be revenue neutral for the hauler.  The Subcommittee unanimously recommended that the formula (percent increase) for amending the residential rates be approved by the Council.

RECOMMENDATION:  It is recommended by the City Manager's Office and the Solid Waste Subcommittee that the Council, by resolution, approve a modification to the residential rate structure to encourage diversion.

11.4 11  REPORT -- AUTHORIZATION OF POLL REGARDING REVENUE MEASURE (RECONSIDERATION)

BACKGROUND:  The financial crisis affecting cities as a result of the recession has had a profound effect on the City of Santa Rosa's budget.  The City is considering revenue enhancements as part of the approach to deal with this crisis. It is desirable to hire a professional firm to conduct a poll of Santa Rosa residents to evaluate their acceptance of placing a revenue measure on the November ballot.  A professional firm will have the expertise in developing and asking questions regarding these issues, analyzing the poll results, and providing meaningful guidance to the City Council as to the viability of a revenue measure.  The estimated cost for this service is $25,000.  On June 15, 2010 the Council voted to reconsider this item approved on June 8, 2010.

RECOMMENDATION:  It is recommended by the Finance Department and the City Manager's Office that the Council, by motion, authorize the City Manager to hire a firm to conduct a poll on the City's behalf.
