2 PRESENTATION OF THE RESULTS OF THE REDWOOD EMPIRE CHAPTER OF THE AMERICAN INSTITUTE OF ARCHITECTS NORTHWEST RAIL STATION COMPETITION
Earlier this year the Redwood Empire Chapter of the American Institute of Architects conducted a design competition. The subject of the exercise was a development of plans for a SMART station in the vicinity of Coddingtown. The purpose of this study session is to allow the Redwood Chapter of the Institute to present the results of their competition.

10.1 MOTION -- RESPONSE TO 2010 GRAND JURY REPORT
Staff recommends the Council, by motion, approve the City of Santa Rosa's response to the 2009-2010 Sonoma County Grand Jury Final Report and authorize the Mayor to sign.
10.2 ORDINANCE ADOPTION - REZONING - STONY POINT PLAZA AT STONY POINT ROAD SEBASTOPOL ROAD
This ordinance, recommended by the Planning Commission and Community Development Department, amends the Stony Point Plaza Planned Development 80-001 (PD) Policy Statement, consistent with the Retail & Business Services land use designation of the Santa Rosa General Plan.

10 PUBLIC HEARING -- COLGAN CREEK RESTORATION AND PARK PROJECT MITIGATED NEGATIVE DECLARATION
BACKGROUND: This Project proposes to restore approximately 1.4 miles of lower Colgan Creek from a flood control channel to a creek ecosystem with riffles, pools, and streamside vegetation, create a new five acre neighborhood park in southwest Santa Rosa, and construct a bicycle and pedestrian pathway along Colgan Creek connecting to existing trail systems. Additionally, the bridges crossing the creek channel from Bellevue Avenue will be replaced or modified to address anticipated traffic levels and high intensity storm flows.
RECOMMENDATION: It is recommended by the Utilities; Public Works; Recreation, Parks and Community Services Departments; that the Council, by resolution, adopt the Mitigated Negative Declaration and Mitigation Monitoring Plan for the Colgan Creek Restoration and Park Project and authorize the Public Works Department to proceed with final design of the Colgan Creek Restoration and Park Project.

11 PUBLIC HEARING - HARVEST PARK PROJECT MITIGATED NEGATIVE DECLARATION
BACKGROUND: This proposal includes the environmental review for a 3.19 acre park site located at 231 Burt Street, Santa Rosa. An Initial Study was conducted in compliance with the California Environmental Quality Act (CEQA) on July 28, 2010, resulting in a Mitigated Negative Declaration. A Notice of Mitigated Negative Declaration was posted from August 30, 2010 to September 20, 2010 at the Sonoma County Clerk's office.
RECOMMENDATION: It is recommended by the Recreation, Parks and Community Services Department that the Council, by resolution, adopt the Mitigated Negative Declaration and Mitigation Monitoring Plan for the Harvest Park Project located at 231 Burt Street.
