2 RECOMMENDED WATER TIERED RATE CHANGES AND INCREASES AND WASTEWATER RATE INCREASES
Staff and the Chair of the Board of Public Utilities will review the Board's recommended rate increases for water, recycled water and wastewater with the Council prior to beginning Prop 218 noticing and customer outreach. A public hearing is currently scheduled for December 1, 2009. No action is required at this study session however the Council may give direction to staff and to the Board of Public Utilities.

8 REPORT ON SANTA ROSA WATER CONSERVATION EFFORTS
Staff will provide an update on water conservation, including information on the water conservation savings, activities, outreach and programs that the Utilities Department implemented this year.

CONSENT ITEMS
This motion, recommended by the Finance Department, authorizes the addition of 10% contingencies to contract number 8974 to D7 Roofing Services, Inc., Sacramento, CA, for the Central Library Building roof replacement, in the amount of $18,204, and to contract number 8975 to Cool Roofing Systems, Inc., Manteca, CA, for the Steele Lane Community Center roof replacement, in the amount of $12,074. Funding for each contract contingency in the amount of 10% has been budgeted in fiscal year 2009-2010 for the Central Library Building in Charge No. 8710-21 (CDBG Funds) and for the Steele Lane Community Center Charge No. 5942-21 (Citywide Reroofing Projects).
This resolution, recommended by the Police Department, authorizes the acceptance of a grant administered by the California Office of Traffic Safety in the amount of $24,462 for reimbursement of overtime funds spent while participating in the California CIOT Program and increases appropriations in Project No. 4184 by $24,462.
This resolution, recommended by the Police Department, authorizes the acceptance of a grant administered by the California Office of Traffic Safety in the amount of $76,104.30 for reimbursement of overtime funds spent while participating in a statewide sobriety checkpoint program and increases appropriations in Project No. 4195 by $76,104.30.

12 REPORT -- COMMUNITY ADVISORY BOARD COMMUNITY IMPROVEMENT GRANTS
BACKGROUND: By Charter, the Community Advisory Board is given the responsibility to oversee the community improvement grants. Each of the seven areas receives $2,500/year. This year, the CAB received 22 grant requests from neighborhoods for a variety of projects. At their September meeting, the CAB developed their recommendation for Council approval.
RECOMMENDATION: It is recommended by the Community Advisory Board that the Council, by motion, adopt the recommendations and authorize staff to work with the organizations to complete the grants.

13 PUBLIC HEARING - CITIZEN'S OPTIONS FOR PUBLIC SAFETY (COPS)
BACKGROUND: As part of the proposed state budget package for the current fiscal year, the Citizen's Options for Public Safety (COPS) Program was continued. Santa Rosa's share from the state general fund for the 2009/2010 fiscal year is $100,000. The COPS Program provides funding for local agencies for the purpose of ensuring public safety. Santa Rosa has used these funds for three dispatch positions and to supplement funding for one police sergeant and police officers assigned to the Gang Crime Team.
RECOMMENDATION: It is recommended by the Police Department that the Council, by resolution, approve the recommendations for use of the Citizen's Options for Public Safety (COPS) Funds to continue to fund three dispatch positions and to supplement funding for one police sergeant and police officers to the Gang Crime Team in the amount of $100,189 which includes $189 of interest.
