BOARD OF PUBLIC UTILITIES WATER, RECYCLED WATER AND WASTEWATER RATE INCREASE RECOMMENDATIONS FOR 2012 AND 2013
Santa Rosa’s water, which includes the recycled water system, and wastewater utilities are enterprise funds fully supported by user rates and fees. The Santa Rosa City Council holds a Public Hearing and sets utility rates biennially at the recommendation of the Board of Public Utilities. The City Council will consider these rate recommendations at a public hearing scheduled for December 6, 2011. Notices of any intended water or wastewater rate increase must be sent to all ratepayers at least 45 days prior to the public hearing. This study session will inform the City Council of the Board’s recommendation prior to the public notices being mailed.
The Board of Public Utilities recommends that the City Council increase water and wastewater rates as follows:
2012 - 1% increase for the water and recycled water user charges, an 18% increase ($1.50 per month for the average single-family residential customer) for the water and recycled water fixed monthly charges, and a 3% increase for both the wastewater fixed monthly charges and user charges.
2013 - 1% increase for the water and recycled water user charges, a 15.2% increase ($1.50 per month for the average single-family residential customer) for the water and recycled water fixed monthly charges, and a 3% increase for both the wastewater fixed monthly charges and user charges.
These increases will raise the average single family residential combined water and wastewater bill by about 3% - 6% overall each year depending on water use (approximately $2.50 - $7.00 per month).

Staff will update the Council on the outlook for Federal & Regional Funding for Pavement Rehabilitation. The City Council may discuss this item and give direction to staff.

QUARTERLY REPORT ON CAPITAL IMPROVEMENT PROGRAM PROJECTS
Staff will provide an update on Capital Improvement Program (CIP) projects. During study sessions on the CIP on August 30 and September 13, 2011, Council requested quarterly updates on CIP projects. CIP projects provide the infrastructure that is critical to the economic vitality and quality of life in Santa Rosa.

ORDINANCE ADOPTION - ORDINANCE AMENDING, ADDING AND REPEALING CERTAIN PROVISIONS OF TITLE 14 - POTABLE AND RECYCLED WATER AND TITLE 15 - SEWERS OF THE SANTA ROSA CITY CODE
This ordinance, introduced at the October 11, 2011, Regular Meeting amends, adds and repeals certain provisions of Title 14 - Potable and Recycled Water and Title 15 - Sewers.

ORDINANCE ADOPTION - SPRING LAKE VILLAGE EXPANSION AND PREZONING
This ordinance, introduced at the October 11, 2011, Regular Meeting, prezones one parcel associated with the Spring Lake Village expansion from County RR-20 to PD 0308 (Spring Lake Village); and, prezones five parcels along Brey Road from the County RR-20 zoning district to the City RR-20 zoning district.
9.3 ORDINANCE ADOPTION - SPRING LAKE VILLAGE EXPANSION AND ZONING CLASSIFICATION
This ordinance, introduced at the October 11, 2011, Regular Meeting, amends the PD 0308 (Spring Lake Village) zoning classification to allow changes to the existing Policy Statement and Development Plan and to change approximately 4.3 acres from RR-40 (Rural Residential) to PD 0308 (Spring Lake Village) zoning district.

RESOLUTION - REQUEST FOR FUNDING - SANTA ROSA CHAMBER OF COMMERCE "BUILDING ECONOMIC SUCCESS TOGETHER (BEST)" PROGRAM
The Council made a motion to bring back a revised resolution on this item at its meeting of October 11, 2011. This resolution incorporates the requested changes.

REPORT --MEASURE O ANNUAL REPORT
BACKGROUND: Ordinance 3680 added Chapter 3-26 to the Santa Rosa City Code establishing a special transactions and use tax. The special tax measure, known as Measure O, increased sales tax by a quarter cent to fund specific Police, Fire, and Gang Prevention/Intervention programs, as set forth in the Ordinance.
In accordance with the Ordinance, a Citizen Oversight Committee was established, with members appointed by the City Council, to ensure the proper use of the Measure O funds. Each year, an Annual Report is prepared by City staff, reviewed by the Citizen Oversight Committee and presented to the City Council reporting on expenditures and activities during the past fiscal year.
RECOMMENDATION: It is recommended by the Finance, Police, Fire, and Recreation, Parks and Community Services Departments, and the Measure O Citizen Oversight Committee, that the Council, by motion, formally accept the FY 2010/11 Measure O Annual Report.

REPORT -FINAL 2011-2016 CITY COUNCIL GOALS, 2011-2013 STRATEGIC OBJECTIVES, AND GOALS SCORECARD
BACKGROUND: In June, the City Manager’s Office began working with department heads to develop work plans and a goals and strategic objectives metrics/scorecard. A Goals Team has been established, with a Goal Leader assigned to each Goal. Each Goal Leader has identified key staff that will be instrumental in accomplishing the 2011-13 strategic objectives. The Goals Team meets monthly and has created a Goals Scorecard to efficiently track progress on the Strategic Objectives and six Goals.
RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by resolution, approve the final 2011-2016 City Council Goals and 2011-2013 Strategic Objectives.
