7. 4 STAFF BRIEFINGS

This time is reserved for City staff to brief the Council on departmental issues of interest. No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration.

7.1 5 UPDATE ON "WHOLE NEIGHBORHOOD APPROACH" PILOT PROJECT

The Regional Climate Protection Agency (RCPA) will provide an update on a pilot project funded by the Department of Energy to utilize a "Whole Neighborhood Approach" to streamline residential energy efficiency upgrades. Among the neighborhoods selected for pilot implementation are Santa Rosa’s Copperfield, Quail Hollow, and Coffey Park neighborhoods. RCPA staff will provide details about what is being offered there as well the countywide Energy Upgrade California program available to Santa Rosans outside Copperfield, Quail Hollow, and Coffey Park.

10. 10 CONSENT ITEMS

10.1RESOLUTION - RATIFICATION AND AMENDMENT OF REVENUE AUDIT AND CONSULTING SERVICES AGREEMENT WITH MUNISERVICES, LLC

This resolution, recommended by the Finance Department: 1) ratifies Amendment No. 2 to Agreement No. 008705 with MuniServices, LLC, for the addition of services and increases the compensation payable under the Agreement by $25,000 for a total not to exceed amount of $119,400; and 2) approves Amendment No. 5 to Agreement No. 008705 with MuniServices, LLC, to extend the term for two years, reduce a commission rate and increase compensation payable under the Agreement by $300,000 for a total not to exceed amount of $1,416,500. Funds for this expenditure have been allocated in the Finance Department’s FY 2011-12 budget in Job Key 99501-5320 MBIA Revenue Analysis, and will be allocated in the next FY budget when approved by Council.

10.2RESOLUTION - CalTIP UPDATED JPA AND BOARD APPOINTMENTS

This resolution, recommended by the Transportation and Public Works Department, authorizes the City Manager to sign an updated joint powers agreement with CalTIP, the California Transit Systems Joint Powers Insurance Authority, for excess insurance on the fixed-route transit fleet, and identifies the Deputy Director - Transit and the Risk Manager to represent the City of Santa Rosa on the CalTIP Board of Directors as the primary and alternate respectively.

10.3 ORDINANCE ADOPTION -- HOUSING ELEMENT ORDINANCE REINTRODUCTION

This ordinance, reintroduced at the November 1, 2011, Regular Meeting was previously adopted by the City Council as recommended by the Community Development Department by a 7-0 vote at the meeting of January 25, 2011.

11. REPORT ITEMS

11.1 11 REPORT - PUBLIC CAMPING - SPECIAL PERMIT FOR OCCUPY SANTA ROSA (Continued from the November 1, 2011, Regular Meeting)

BACKGROUND: On November 1, 2011, the Council received an emergency agenda item and a report from the City Manager requesting direction for the enforcement of the municipal code, Chapter 11-22.030 which prohibits camping on public property except by issuance of a special permit. After receiving extensive public testimony, the Council continued the agenda item for further consideration and directed the City Manager to meet with Occupy Santa Rosa representatives to discuss the conditions for public safety and sanitation required for issuance of temporary special event camping permits on City Hall public property during this event and to report back to Council for decision on November 8, 2011.

RECOMMENDATION: It is recommended by the City Manager and the City Attorney that Council, by resolution, authorizes the City Manager to issue temporary special event camping permits to participants in the Occupy Santa Rosa special event and recognizes that the prohibition against camping on public property set forth in Chapter 11-22.030 shall apply to those persons who do not obtain a permit.

11.2 12 REPORT -- COMMUNITY ADVISORY BOARD COMMUNITY IMPROVEMENT GRANT RECOMMENDATIONS

BACKGROUND: Annually, the City budgets an amount for the Community Improvement Grants, which are solicited and reviewed the CAB.
Should the City Council 1) approve the Community Advisory Board (CAB) recommendation for funding 20 Community Improvement Grants totaling $19,906.59; or 2) identify grants to be awarded based on guidelines provided in the City Charter and Resolution 25805; and/or 3) direct staff to return with new grant criteria guidelines with a refined definition of eligibility.

RECOMMENDATION: Staff requests that Council provide direction as to which of the options it prefers and staff will act accordingly.
