2.1 PARKING POLICY WITH DONALD SHOUP

Donald Shoup, PhD, will present his research on parking policies to the Council, Planning Commission, and interested members of the community. Shoup is a Yale-trained economist and professor of Urban Planning at UCLA. He is the author of the award-winning book The High Cost of Free Parking and has made a career of analyzing how cities can best address parking concerns throughout a community. This item is for information purposes only. The Council may discuss, comment upon, and ask questions concerning these matters. No Council action will be taken.

7. STAFF BRIEFINGS

This time is reserved for City staff to brief the Council on departmental issues of interest. No action will be taken on these matters except to possibly place a particular item on a future agenda for Council consideration.

7.1 HAZARDS OF ROADWAY MAINTENANCE WORK

Staff will highlight workplace hazards faced by roadway maintenance crews. City staff who maintain our streets/highways, utilities, bridges, sewers, catch basins, etc. face work zone traffic safety hazards everyday. More highway workers are killed each year than police and firefighters combined. The City of Santa Rosa would like to remind motorists to reduce their speed near construction and roadway maintenance zones--safety is everyone's responsibility.

10. CONSENT ITEMS

10.1 RESOLUTION - APPROPRIATE CITY MATCHING FUNDS FOR THE SANTA ROSA AVENUE CORRIDOR PLAN - HIGHWAY 12 TO SONOMA AVENUE

This resolution, recommended by the Department of Advance Planning and Public Policy, increases appropriation in Project No. 4128 in the amount of $80,000 to develop the Santa Rosa Avenue Corridor Plan. The source of funds is the Caltran's Community Based Transportation Planning Grant in the amount of $80,000. The local match of $10,000 was previously appropriated for a total project budget of $90,000.

10.2 RESOLUTION -- CENTRAL PARKING ANNUAL BENEFIT ASSESSMENT DISTRICT BUDGET (continued from the August 4, 2009 Regular Council Meeting)

This resolution, recommended by the Finance Department, approves the Central Parking Annual Benefit Assessment District budget for fiscal year 2009/10. Upon approval of the 2009/10 budget, the calculated annual assessment levy against properties within the district will be placed on the 2009/10 Sonoma County tax roll.

10.3 MOTION -- CONTRACT AWARD - CENTRAL LIBRARY BUILDING AND STEELE LANE COMMUNITY CENTER ROOF REPLACEMENTS (continued from the August 4, 2009 Regular Council Meeting)

This motion, recommended by the Finance Department, authorizes the award of the contracts to the lowest responsible and responsive bidders for the Central Library Building roof replacement to D7 Roofing Services, Inc., Sacramento, California, in the amount of $182,031 using Community Development Block Grant (CDBG) funds; and a contract for Steele Lane Community Center roof replacement to Cool Roofing Systems, Inc., Manteca, California, in the amount of $120,735, using Project No. 5942-21 Citywide Reroofing Project funds.

11. REPORT ITEMS

11.1 REPORT - CONTRACT AWARD - 2009 ECONOMIC STIMULUS OVERLAY AT VARIOUS LOCATIONS - WEST COLLEGE AVENUE AND SUMMERFIELD ROAD - APPROPRIATION OF AMERICAN RECOVERY AND REINVESTMENT ACT FUNDS

BACKGROUND: This agenda item follows expedited contract award procedures for American Recovery and Reinvestment Act funded projects as authorized by Resolution 27313 approved in March 2009. The expedited procedure calls for processing the contract award agenda items prior to opening of contract bids. The sections of the staff report which would show the name of the recommended lowest responsive bidder and the amount of its bid are to be left blank. As a report item on the agenda the staff presentation will include all information as to the recommended lowest responsive bidder, the amount of the bid, and a recommended form of motion regarding the award of the construction contract.
RECOMMENDATION: It is recommended by the Public Works Department that the Council, by resolution, award construction Contract No. 2009-015, 2009 Economic Stimulus Overlay at Various Locations - West College Avenue and Summerfield Road in the total amount of $2,595,527.85 to the lowest responsible bidder, Team Ghilotti of Petaluma, California, and appropriate $3,696.000 of American Recovery and Reinvestment Act Funds to account 5171.

11.2 PUBLIC HEARING - REZONING OF 1100 SONOMA AVENUE

BACKGROUND: On June 25, 2009, the Planning Commission adopted a resolution (7-0) recommending rezoning of the site located at 1100 Sonoma Avenue from R-3-18 Multi-Family Residential to CO Office Commercial consistent with the General Plan. The Planning Commission also approved a Tentative Map to subdivide the 1.6 gross acre site into a one lot commercial condominium comprised of a common parcel with nine airspace units, subject to the approval of the rezoning. No new development is proposed.

RECOMMENDATION: It is recommended by the Planning Commission and Community Development that the Council introduce an ordinance rezoning property at 1100 Sonoma Avenue from R-3-18 Multifamily Residential to the CO Office Commercial zoning district.
