5.1 UTILITIES ENGINEERING - CURRENT DEVELOPMENT OVERVIEW
Current Development is a Section of the Engineering Division of the Utilities Department. Current Development is involved with private development projects requesting connection to the water distribution and wastewater collection systems of the City of Santa Rosa. Supervising Engineer, Andrew Allen will present an overview of the services provided by Current Development. The Board may discuss this item and give direction to staff.
6. CONSENT ITEMS
6.1 BID AWARD FERRIC CHLORIDE DELIVERY
The Administrative Services and Utilities Departments recommend that the Board of Public Utilities, by motion, award a two-year contract with three one-year renewal options, for the delivery of Ferric Chloride to the Laguna Wastewater and West College Treatment Facilities, to the lowest responsive and responsible bidder, Kemira Water Solutions, Inc. of Lawrence, KS, in the total amount of $251,920.80.
7. REPORT ITEMS
** 7.1 BID AWARD - A PLACE TO PLAY IRRIGATION PUMP STATION
This project will construct a pump station to provide reclaimed water to the irrigation system for the entire ÃÂA Place to PlayÃÂ sports complex, including Phase 2, which is now under construction. The pump station will be constructed simultaneously with the installation of a prefabricated pump system package. Together, the system will pump recycled water from a wet well and deliver it to the irrigation system throughout the playing fields and landscaping of the athletic field complex.
RECOMMENDATION:
Utilities Department staff recommends the Board, by resolution, waive an irregularity in the low bid and award a construction contract in the total amount of $428,365.00 to the lowest responsive bidder, Stiles Construction Co. of Windsor, CA, for A Place to Play Irrigation Pump Station and approve a construction contingency of 15%.
7.2 REPORT FY 2008/09 SUBREGIONAL WATER REUSE SYSTEM OPERATIONS AND CAPITAL BUDGET REVIEW
The Subregional Wastewater Agreement requires that the City annually prepare a Preliminary Operating and Debt Service Budget and Allocation of Costs for the Subregional Wastewater System. The Agreement further requires that the proposed budget and allocation of costs be reviewed by the Subregional TAC, the Board of Public Utilities and the Council of the City of Santa Rosa.
RECOMMENDATION:
It is recommended by Utilities Staff and the Technical Advisory Committee (TAC) that the Board of Public Utilities, by resolution, recommend that the City Council approve the Preliminary Subregional Wastewater Facility Operations Budget and Allocations of Costs for Fiscal Year 2008/09.
7.3 REPORT FY 2008/09 WATER AND LOCAL WASTEWATER BUDGET REVIEW
The department is rate and fee based with separate enterprise funds for the water and the wastewater systems. The City also operates the Subregional Water Reuse System. Departmental administration and engineering functions are allocated to the water, wastewater and subregional enterprise funds. Expenses are estimated yearly and submitted for approval by the Santa Rosa Board of Public Utilities and the City Council.
RECOMMENDATION:
It is recommended by Utilities Staff that the Board of Public Utilities, by resolution, recommend that the City Council approve the Water and Local Wastewater operation, maintenance and capital budgets for FY 2008/09.
7.4 REPORT MEMORANDUM OF UNDERSTANDING REGARDING THE SONOMA-MARIN SAVING WATER PARTNERSHIP
Sonoma County Water Agency's current contract for water supply with the City and the other Water Contractors requires the Water Contractors to implement water conservation efforts. The Water Contractors, SCWA and Marin Municipal Water District staffs developed a regional water conservation partnership entitled the Sonoma-Marin Water Saving Partnership, allowing for more cost-effective implementation of water conservation programs. In March 2008, the Water Advisory Committee recommended all Water Contractors adopt the Sonoma-Marin Water Saving Partnership.
RECOMMENDATION:
It is the recommendation of the Utilities Department staff that the Board, by resolution, recommend that the City Council approve the Memorandum of Understanding Regarding Sonoma-Marin Saving Water Partnership (SM MOU) and authorize the Mayor to sign the SM MOU.
7.5 WATER SUPPLY UPDATE
Staff will update the Board on water supply issues. The Board may discuss this item and give direction to staff.

PUBLIC HEARING INCREMENTAL RECYCLED WATER PROGRAM SEASONAL STORAGE PROJECT DRAFT EIR
The Board of Public Utilities will hold a public hearing to receive public comments on the Seasonal Storage Project Draft EIR.
RECOMMENDATION:
The Board may discuss this item and give direction to staff.
